Trials of invasive full body scanning machines in Australia have revealed that the technology has a huge error rate of up to 40%, yet government officials want to roll out the technology in airports anyway.
The Australian Office of Transport Security announced this week that of 23,500 scans carried out at Sydney and Melbourne airports during August and September, between 20 and 40% of alarms raised were done so in error.
Worse still, it is not even clear what caused the machines to set off false alarms.
As we reported in August, it is suspected that perspiration on passengers is a leading cause of the errors, though this still remains unconfirmed.
Despite the results, Office of Transport Security executive director Paul Retter told a recent Senate estimates committee hearing that the technology was improving “on a weekly and monthly basis”.
Despite repeated warnings from security experts that the machines cannot even detect explosives effectively, Retter maintained that the technology provides “the best chance in the world today to detect explosives, including home-made explosives”.
Retter also stated that though the government has not yet made a decision on whether to fully adopt the technology, he will recommend “a progressive rollout at eight international airports”.
“We would envisage that the rollout will start to occur from the early part of 2012,” he said.
Prior to the Australian trials, the German government decided to completely scrap plans to use the scanners after police described radiation-firing full body scanners as “useless”, following a 10-month trial.
According to a German federal police report, 35 percent of the 730,000 passengers checked by the scanners set off the alarm more than once despite having nothing prohibited about their person whatsoever.
The report noted that an alarm was set off without reason in roughly seven out of every ten cases, adding that the scanners struggled to cope with layers of clothing, boots and zip fasteners, and even the posture of passengers passing through.
The report concluded that the machines are too sensitive to movement and operate too slowly to be of any practical use.
Despite all these findings, the Department of Homeland Security in the US continues to roll out hundreds more of the scanning machines into airports across the country, claiming that the machine have passed rigorous safety and efficiency tests, in statements we have repeatedly highlighted as highly questionable at best.

Tennessee Becomes First State To Fight Terrorism Statewide

PORTLAND, Tenn. – You’re probably used to seeing TSA’s signature blue uniforms at the airport, but now agents are hitting the interstates to fight terrorism with Visible Intermodal Prevention and Response (VIPR).
“Where is a terrorist more apt to be found? Not these days on an airplane more likely on the interstate,” said Tennessee Department of Safety & Homeland Security Commissioner Bill Gibbons.
Tuesday Tennessee was first to deploy VIPR simultaneously at five weigh stations and two bus stations across the state.
Agents are recruiting truck drivers, like Rudy Gonzales, into the First Observer Highway Security Program to say something if they see something.
“Not only truck drivers, but cars, everybody should be aware of what’s going on, on the road,” said Gonzales.
It’s all meant to urge every driver to call authorities if they see something suspicious.
“Somebody sees something somewhere and we want them to be responsible citizens, report that and let us work it through our processes to abet the concern that they had when they saw something suspicious,” said Paul Armes, TSA Federal Security Director for Nashville International Airport.
The Tennessee Highway Patrol checked trucks with drug and bomb sniffing dogs during random inspections.
“The bottom line is this: if you see something suspicious say something about it,” Gibbons said Tuesday.
The random inspections really aren’t any more thorough normal, according to Tennessee Highway Patrol Colonel Tracy Trott who says paying attention to details can make a difference. Trott pointed out it was an Oklahoma state trooper who stopped Timothy McVeigh for not having a license plate after the Oklahoma City bombing in the early 1990s.
Tuesday’s statewide “VIPR” operation isn’t in response to any particular threat, according to officials.
Armes said intelligence indicates law enforcement should focus on the highways as well as the airports.

Former Minnesota Governor Jesse Ventura has called for a nationwide boycott of the NFL in response to its announcement that attendees to all football games will be groped TSA-style, while Ventura also launched a campaign for a national no fly day set to take place on July 4th 2012.
Ventura responded to the news about the NFL announcing they would carry out TSA-style pat downs by telling the Alex Jones Show that such measures are already commonplace at many sports venues.
“I’m a season ticket holder with the Minnesota Lynx, the women’s basketball team, and two times they’ve stopped me to wand me. The first one the guy stopped me because I had my wallet and my keys in my front pocket, and he stopped me and said ‘excuse me what’s in your front pocket’ – and I looked at the kid and I said ‘I’m the damn Governor’ – I said ‘don’t make me have to sue you like I’m suing TSA’. I said ‘what difference does it make I used to be the Governor here, use some common sense young man’, and I chewed his ass out,” said Ventura
“I advocate a boycott of the National Football League and leave their stadiums empty,” said Ventura, adding, “That’s what this country needs to do to rise up – we the people have to start speaking back….how about a day of the year where nobody flies, I would love to see that happen.”
Ventura then went on to select July 4th 2012 as the date for a national campaign when Americans would refuse to fly in protest against the TSA.
“We’re supposed to be a country of the people, by the people and for the people, not them, right now we’re subservient to the government – our forefathers did not have that in mind, that’s not what this country was supposed to be, the government was supposed to be subservient to us,” he stated.
“Why is it the government’s job to provide security for the airlines when the airlines are a private sector business?” asked Ventura. “Why not have the airlines provide their own security?”
Ventura also echoed similar concerns made public by Ron Paul, that the federal government was preparing to use the problem of illegal immigration to erect checkpoints on all major highways and force Americans to accept a national ID card.
Ventura is currently engaged in a legal battle in a bid to sue the TSA for groping him during an incident last November. Ventura’s stance has put his career under threat – he has considered abandoning travel by air altogether if TSA pat-down policies are not amended.
Ventura is constantly subjected to harassment by TSA workers when he travels as a result of his hip replacement which routinely sets off metal detectors.
A federal judge is currently deliberating on whether the case will go to trial, a long delay that Ventura and his lawyer suspect may mean that the trial will proceed.
“Any case like this has been ruled upon faster than this one, this is the longest any judge has held on to a case, I can state that unequivocally,” said Ventura, adding that it has been over two months since he last appeared in court over the issue.
Ventura has vowed to call a press conference if his case is thrown out and he is denied a jury trial.

Authorities involved in the arrest of a protester who removed his shirt and pants at a security checkpoint at Richmond International Airport were doing their jobs and acted appropriately, a government attorney argued Wednesday in Richmond federal court.
Carlotta P. Wells, an attorney for the U.S. Department of Justice, argued in favor of a motion to dismiss Aaron B. Tobey’s lawsuit, which claims his constitutional rights were violated. Wells said Tobey had made his point by removing his shirt to display words from the Fourth Amendment written on his torso but went too far when he disobeyed a command to pass through a security scanner.
But Anand Agneshwar, an attorney representing Tobey in his lawsuit against airport and federal officials, said the 21-year-old Charlottesville man obeyed the commands of authorities. Agneshwar said it was the authorities who went too far by detaining Tobey for 90 minutes or longer with his hands cuffed behind his back.
“This was one long process to determine if this gentleman was a security risk,” Agneshwar told U.S. District Judge Henry E. Hudson.
Hudson said he hopes to rule on the defendants’ motion to dismiss in the next two weeks. The judge also set a trial date for Jan. 18.
Tobey claims that the U.S. Department of Homeland Security, the Transportation Security Administration and airport officials violated his constitutional rights.
Tobey stripped to his socks and shorts Dec. 30 in a protest against airport security procedures and unreasonable searches and seizures.
He was taken into custody and charged with disorderly conduct, but Henrico County authorities dropped the charge.
Tobey eventually was allowed to continue on his flight to attend a family funeral.
The defendants argue in court documents that federal and airport officials were working together appropriately to ensure security at the airport during the busy holiday travel season.
“The TSA officers were clearly just following federal laws,” said Wells, who argued for the federal defendants Wednesday.
Tobey’s attorneys argue in court papers that the TSA agents and airport police “humiliated and punished him in direct retaliation for his protected act of peaceful protest, detaining and arresting him without probable cause, repeatedly searching his belongings, seizing and discarding certain of his personal effects.”
The lawsuit alleges false imprisonment, malicious prosecution and violations of Tobey’s rights under the First, Fourth, Fifth and 14th amendments. It seeks $250,000 in compensatory damages, legal fees and additional training for TSA employees.

TSA screeners are about to implement Orwellian behavioral inspections at airport security checkpoints. Who are these TSA screeners? These are the same low-level, incompetent, scandalous, molesting, abusive, and in some cases criminal people who have been creating one scandal after another. So what will these scandalous, incompetent and criminal police be doing to detect suspicious behavior? Most likely you have guessed it right.
They will be watching you and maybe questioning you to determine whether you are suspicious, a suspect, or not. How are they going to do that, and based on what guidelines? According to their vague description, they will be looking for your “micro expressions,” such as lack of eye contact, acting agitated or nervous, that might “hint” at nefarious intent. How much hint is needed to be pulled over as a suspect? They don’t say. How agitated is considered suspiciously agitated? They don’t say that either. How much eye-aversion would count as a suspicious level of eye-aversion? They say nothing on that. How do the odds of being chosen by them increase by their own mood, biases, and various psychoses? Well, they don’t mention that either.
Basically, a bunch of already-proven incompetent, abusive, biased, and criminal people who have been high on their government-given limitless powers will be freely using their subjective judgment on whether you look or act suspicious, or not. Now I want you to think about agitation, eye-aversion, nervousness, being stressed out, being shy …Think about it, and then calculate the odds of you being determined a suspect, thus one of their chosen ones:
If you are one of those Starbuck’s addicts used to running on several shots of espresso, then place a good size bet on being one of the many TSA chosen ones. You know you are going to be jittery, and TSA will probably read your jitteriness as an ultimate indicator of your suspiciousness. You’ll be chosen.
If you are one of many ladies out there (like myself) with temperament-changing and mood-swinging monthly menstruation cycles, quickly check out the calendar and make sure your next flight does not coincide with that time of the month.
If you are one of those parents travelling with children, some of them in their terrible twos-threes or fours, see if you can ship the kids via cargo. We all know how frustrating and agitating it can be to travel and handle kids that age-especially when we go through shoe-removing, belt-removing, patting and groping checkpoints. Your frustrated and agitated state will probably land you in the circle of TSA’s chosen ones.
If you are one of the racial minorities …well, need I say more? Think of those abusive bigot cops incidents, multiply that several times, and there: those are the odds of you being selected as one who looks suspicious, thus a suspect, and therefore a chosenone.
If you happen to be shy, then you are totally out of luck. You know you most definitely will avert your eyes…at least once or twice while being watched-interpreted-detected. Do yourself a favor and cancel all your air travel. You ain’t gonna make it; you’ll definitely be a chosen one.

Actually, when it comes right down to it, if you are an ‘American,’ you may as well put all your bets on being TSA’schosen one; at one point or another. Because the American Government has designated you, every single one of you as a ‘suspect.’
When it comes to your communications-phone, e-mail, etc. every single one of you is a suspect, according to your government, thus, under phone wiretaps and other communication related surveillance. Think about it, even the ‘ordinary’ airport security procedures you are forced to undergo are meant to screen you, check you out, as a suspect.
Whether you engage in some sort of a suspicious behavior or not is actually a moot quandary. We, my friend, all of us, were designated as suspects nearly a decade ago. We may as well return that ticket, forget that darn flight, and drive while we can. Before the suspicious behavior detection police take over the roads and make that humiliating or impossible too.

German police have described radiation-firing full body scanners as “useless”, following a 10-month trial, during which time alarm was unnecessarily raised far too frequently.
As reported by AFP:
“The weekly Welt am Sonntag, quoting a police report, said 35 percent of the 730,000 passengers checked by the scanners set off the alarm more than once despite being innocent.”
That equates to an alarm being set off without reason in roughly seven out of every ten cases.
The police report noted that the machines struggled to cope with layers of clothing, boots and zip fasteners.
In, addition, in 10 percent of cases the passenger’s posture set off the alarm.
The report concludes that the machines are too sensitive to movement and operate too slowly to be of any practical use. The federal authorities have no interest in carrying out more tests with the machines at this time.
Despite these findings, the Department of Homeland Security in the US plans to roll out hundreds more of the machines into airports across the country.
TSA head John Pistole and DHS Secretary Janet Napolitano have consistently stated that the machine have passed rigorous safety and efficiency tests.
However, as we have repeatedly highlighted, the machines would not have prevented the 2009 Christmas Day bomber from boarding Flight 253, according to their designers, and other security experts who have dismissed the devices as “useless”.
The imaging machines cannot even detect explosive material, so claiming, as Napolitano does, that they are “our best defense against such threats” is misleading at best and at worst a complete lie.
The idea that the machines are effective flies in the face of the viewpoint of surveillance experts who note that the scanners will do nothing to make air travel safer.
Of course, anyone who sets off the alarm while passing through a full body scanner in the US is subjected to an enhanced grope down at the hands of the TSA, meaning that wearing a bulky sweater or simply having bad posture could single travelers out for the embarrassing procedure.
Earlier this month, the European Union Parliament adopted a resolution to allow the full use of body scanners in airports of the 27 European member nations.
A majority of MEPs expressed support for the scanners providing provisions were made to ensure “Passengers should have the right to refuse body scanning and opt for alternative screening methods that guarantee the same level of effectiveness while respecting their rights and dignity.”
The lawmakers also noted that member states should only “deploy technology which is the least harmful for human health” and addresses privacy concerns. Due to health risks “scanners using ionizing radiation should be prohibited in the EU” the MEPs agreed.
No such ban exists in the US.

In response to a Department of Homeland Security warning to airlines that it believes terrorists want to bypass full body scanners and blow up commercial airliners by planting bombs inside humans, the TSA has indicated it will intensify security procedures across the nation’s airports.
“The Department of Homeland Security has identified a potential threat from terrorists who may be considering surgically implanting explosives or explosive components in humans to conduct terrorist attacks,” an advisory to foreign counterparts notes, according to an unnamed U.S. security official.
The advisory says that the DHS believes terrorists could inject a detonating chemical into themselves to trigger the so called “belly bombs”.
The memo also reportedly states “Our Government has information indicating doctors have offered to help extremists surgically implant explosive devices in humans and animals for terrorist attacks.”
Officials claim that full body scanners currently being used in airports would not penetrate deep enough to detect such devices.
The anonymous official stated that there is no intelligence pointing to a specific plot or that any attack was imminent.
The official also refused to reveal where the intelligence was discovered, however ABC news reports that government officials claim the idea originated with an Al Qaeda affiliated bomb maker:
“We do not think there would be enough to bring down a jetliner, but it is more likely the kind of bomb to be used in an assassination attempt,” said one person briefed on the warnings.
Homeland Security officials have revealed that the “belly bomb” is the invention of Ibrahim Asiri, a young Saudi native who packed explosives into the rectal cavity of his 23-year old brother Abdullah for a suicide missions targeting the head of Saudi intelligence, Prince bin Nayef. That bomb exploded prematurely, the officials said, and the only casualty was Asiri’s brother.
Asiri is also credited with two other failed plots involving the bomb hidden in the underwear of a passenger on a Detroit-bound flight, and the bombs hidden in printers being shipped from Yemen to Chicago.
AP reports that in response to the DHS announcement, the TSA says that people traveling to the U.S. from overseas may experience additional screening at airports.
“These measures are designed to be unpredictable, so passengers should not expect to see the same activity at every international airport,” TSA spokesman Nick Kimball said. “Measures may include interaction with passengers, in addition to the use of other screening methods such as pat-downs and the use of enhanced tools and technologies.”
The alleged intelligence comes in the wake of recent reports that the next generation of body scanners to be rolled out in airports will literally be able to see inside the human body. Security personnel have been testing machines that use deep penetrating radiation, the same kind hospitals use to examine internal organs and bones.
Australian airports are set to begin using the devices should legislation before Federal Parliament be passed, enabling customs officers to use technology previously only operated by doctors in controlled conditions.
The current crop of naked body scanners being used by the TSA and other transport security personnel around the globe use either Millimeter-wave or BackScatter radiation. These devices render clothing and organic materials translucent, providing an image of what is concealed underneath, which is why they have caused such controversy.
The radiation fired from those scanners does not penetrate beyond the tissue under the skin, nevertheless there have been significant and legitimate fears expressed by experts and scientists over the safety of such devices, as far as both the operator and the traveler are concerned.
The force generated from tetrahertz waves used by the millimeter-wave scanners is small but, according to scientists, the waves can ‘unzip’ or tear apart double-stranded DNA, creating bubbles in the DNA that could interfere with processes such as gene expression and DNA replication.
Despite further warnings from scientists that the scanners will cause cancer in some travelers, it seems our governments are ready to push even further and use even more potentially lethal technology, under the guise of security.
Of course, there is a very good reason why internal X-ray scans are only legally permitted to be carried out by a doctor at a hospital or surgery – because they are extremely hazardous and can cause detrimental health effects to those exposed to them.
Radiography and Tomography scanners fire deep penetrating ionizing x-rays. The most recent studies estimated that CT scanners cause 29,000 cancers and kill nearly 15,000 Americans every year. Imagine how that number would balloon if such technology were installed in airports and used everyday on millions of healthy people, as if they were routine metal detectors.
Yet, there is every indication that this will be the case. In January 2010, following the failed underpants bombing, former European Commissioner for Justice, Freedom & Security, Franco Frattini, told the media that governments should consider scanning the insides of all travelers to make sure they are not concealing explosives or weapons. It now seems that what at the time seemed a stretch beyond the realms of sanity is actually happening before our eyes.
Recent security failures concerning the current crop of naked body scanners, many of which stem from human error, and the fact that the scanners are simply incapable of identifying some materials, will no doubt also be used as justification should the US and the UK follow the actions of the Australian authorities in attempting to beef security theatre in airports even further.
Of course, none of this matters to the scores of security contractors making fat profits from government contracts. The military industrial complex cares little if a few million people drop dead from cancer or pass on genetic defects. The only health worries they have concern their profit margins.
At the end of the day, however, the buck stops with the public on this. Overall apathy toward the roll-out of highly invasive and potentially dangerous naked body scanning machines in airports, has only paved the way for more excessive violations of our rights and our liberties.
As we have consistently highlighted, there are even more frightening scenarios down the road if we continue to ignore the open tyranny being implemented all around us. If the public willingly accepts naked imaging x-ray machines that will cause cancer and death, all in the name of security, what comes next?
The TSA is considering taser bracelets that can deliver electric shocks to anyone who steps out of line inside an airport or on a plane.
Passport control officers at airports are to be phased out as new biometric face scanning cameras are replacing them under UK border control measures that came into force last year. A global biometric facial scan database is the end goal of security authorities the world over.
Other proposals include placing the cameras in every seat on aircraft and installing software to try and automatically detect terrorists or other dangers caused by passengers.
Passive brain scanners that pick up brain waves in order to sense the behaviour of travelers have already been trialed in airports. The technology known as “MALINTENT” has been developed by the Department of Homeland Security under a project lovingly called “Project Hostile Intent”. We are also being incrementally taught that what goes on in the airports will be transferred to the streets, schools, shopping malls, rail stations and bus terminals.
The very body scanners we see being implemented within airports now have already been extensively trialed and are now being in railway stations in major cities.
Recent reports also indicate full body scanners will be used at events during the upcoming 2012 Olympics in London.
The same technology is being considered by governments for general use in cameras on the street. Once accepted as part of everyday life in airports, it becomes much easier to sell for use in all public places.
The development of all of this nightmare technology only emphasizes the need for immediate outright rejection of the mass implementation of all forms of body screeners. If we continue to allow such gross attacks on our liberties to succeed, based purely on nondescript and vague government warnings, the onslaught will never end.

The Electronic Privacy Information Center (EPIC) says it’s got evidence that the Department of Homeland Security has failed to properly evaluate the level of risk from airport body scanners.
In a Freedom of Information Act lawsuit against the DHS, EPIC says it’s obtained documents concerning the scanners’ radiation risks, including agency emails, radiation studies, memoranda of agreement concerning radiation testing programs and the results of some radiation tests.
EPIC says that TSA staff have been concerned that a large number of workers have been falling victim to cancer, strokes and heart disease. But the documents show that the TSA’s response was simply to tell them: “Because TSA systems comply with federal regulations, the increased risk of developing radiation-induced cancer in later life is extremely small, no greater than other risks people routinely accept in their daily lives”.
“One document set reveals that even after TSA employees identified cancer clusters possibly linked to radiation exposure, the agency failed to issue employees dosimeters – safety devices that could assess the level of radiation exposure,” says EPIC.
“Another document indicates that the DHS mischaracterized the findings of the National Institute of Standards and Technology, stating that NIST ‘affirmed the safety’ of full body scanners.”
In fact, says EPIC, the documents show that NIST disputed this assertion and pointed out that the it had not actually tested the devices. Indeed, one NIST study actaully warns airport screeners to avoid standing next to full body scanners.
Further, says EPIC, the documents include a Johns Hopkins University study which revealed that radiation zones around body scanners could exceed the General Public Dose Limit.
EPIc has been fighting the use of body scanners in airports since July 2009, when it filed its suit calling for the program to be suspended.

Fearful of provoking further public resistance to naked airport body scanners, the TSA has been caught covering up a surge in cases of TSA workers developing cancer as a result of their close proximity to radiation-firing devices, perhaps the most shocking revelation to emerge from the latest FOIA documents obtained by the Electronic Privacy Information Center.
After Union representatives in Boston discovered a “cancer cluster” amongst TSA workers linked with radiation from the body scanners, the TSA sought to downplay the matter and refused to issue employees with dosimeters to measure levels of exposure.
The documents indicate how, “A large number of workers have been falling victim to cancer, strokes and heart disease.”
“The Department, rather than acting on it, or explaining its position seems to have just dismissed. I don’t think that’s the way most other agencies would have acted in a similar situation if they were confronted with that question,” EPIC’s Marc Rotenberg said.
In an email sent to Heather Callahan (PDF), deputy federal security director at Boston Logan International Airport, union representatives express their concern about “TSA Boston’s growing number of TSOs working here that have thus far been diagnosed with cancer.”
Of course, if TSA workers who are merely standing near the scanners are already developing cancer, frequent flyers are also putting themselves in harm’s way by standing directly inside the radiation-firing machines.
As we reported yesterday, newly released internal government documents, obtained via the Freedom Of Information Act by the Electronic Privacy Information Center, reveal that the TSA, and specifically the head of the Department of Homeland Security, “publicly mischaracterized” the findings of the National Institute of Standards and Technology, in stating that NIST had positively confirmed the safety of full body scanners in tests.
In erroneously citing both NIST and the Johns Hopkins school of medicine to claim that the body scanners are safe, the TSA has also deliberately misled the public on the dangers posed by the devices.
Documents obtained by EPIC show that, far from affirming their safety, NIST warned that airport screeners should avoid standing next to full body scanners in order to keep exposure to harmful radiation “as low as reasonably achievable.”
Further documents illustrate how a Johns Hopkins study actually revealed that radiation zones around body scanners could exceed the “General Public Dose Limit,” contradicting repeated claims by the TSA that Johns Hopkins had validated the safety of the devices.
At the time we pointed out that Dr Michael Love, who runs an X-ray lab at the department of biophysics and biophysical chemistry at the Johns Hopkins school of medicine had publicly stated two days previously that “statistically someone is going to get skin cancer from these X-rays”.
TSA workers complained about the radiation dangers of the scanners back in December, saying they were being kept in the dark by their employers, despite repeated requests for information.
“We don’t think the agency is sharing enough information,” said Milly Rodriguez, occupational health and safety specialist at the
American Federation of Government Employees, the union that represents TSA workers.
A study conducted last year by Dr David Brenner, head of Columbia University’s center for radiological research, found that the body scanners are likely to lead to an increase in a common type of skin cancer called basal cell carcinoma, which affects the head and neck.
Following the study, Brenner urged medical authorities to look at his work, pointing to the dangerous notion of mass scanning millions of people without proper oversight.
“There really is no other technology around where we’re planning to X-ray such an enormous number of individuals. It’s really unprecedented in the radiation world,” said Brenner.
Similar concerns to those explored in the Columbia University study were voiced in February 2010 by the influential Inter-Agency Committee on Radiation Safety, who warned in a report that the scanners increase the risk of cancer and birth defects and should not be used on pregnant women or children.
Despite governments claiming that backscatter x-ray systems produce radiation too low to pose a threat, the organization concluded in their report that governments must justify the use of the scanners and that a more accurate assessment of the health risks is needed.
Pregnant women and children should not be subject to scanning, according to the report, adding that governments should consider “other techniques to achieve the same end without the use of ionizing radiation.”
“The Committee cited the IAEA’s 1996 Basic Safety Standards agreement, drafted over three decades, that protects people from radiation. Frequent exposure to low doses of radiation can lead to cancer and birth defects, according to the U.S. Environmental Protection Agency,” reported Bloomberg.
In a recent letter to President Obama’s Science Advisor, several University of California professors also complained of how, “There is still no rigorous, hard, data for the safety of x-ray airport passenger scanners.” The scientists noted how the safety tests for the scanners were carried out exclusively by manufacturers, and recommended an immediate moratorium on use of the devices until the health risks can be independently studied.

Surprise! TSA Is Searching Your Car, Subway, Ferry, Bus, AND Plane

Think you could avoid the TSA’s body scanners and pat-downs by taking Amtrak? Think again. Even your daily commute isn’t safe from TSA screenings. And because the TSA is working with Immigration and Customs Enforcement (ICE) and Border Patrol, you may have your immigration status examined along with your “junk”.
As part of the TSA’s request for FY 2012 funding, TSA Administrator John Pistole told Congress last week that the TSA conducts 8,000 unannounced security screenings every year. These screenings, conducted with local law enforcement agencies as well as immigration, can be as simple as checking out cargo at a busy seaport. But more and more, they seem to involve giving airport-style pat-downs and screenings of unsuspecting passengers at bus terminals, ferries, and even subways.
These surprise visits are part of the TSA’s VIPR program: Visible Intermodal Prevention and Response. The VIPR program first started doing searches in 2007, and has grown since then. Currently, the TSA only has 25 VIPR teams doing these impromptu searches: in 2012, it wants to get 12 more.
The searches are in the name of passenger security, and the TSA says it wants to prevent incidents like the 2004 Madrid train bombings. But if the airports’ TSA searches miss security risks like large knives, loaded guns, and explosives, there’s certainly the chance that screenings at train stations would be similarly flawed.
Not to worry: security isn’t the only goal of VIPR. A recent VIPR operation/screening at a Tampa Greyhound bus station was conducted with US Border Patrol and ICE. “What we’re looking for is threats to national security as well as immigration law violators,” said Steve McDonald from US Border Patrol. An ICE representative said that they were also looking for smuggling, and Gary Milano from Homeland Security said that although that was the first time the Tampa bus depot had been screened, VIPR would be back again sometime in the future and was using the element of surprise as a deterrent to “the bad guys.”
Although one man at the Tampa screening said he felt “safer,” VIPR operations are not without their naysayers. A VIPR screening at a Des Moines Greyhound station last week is alleged to have targeted Latinos. Another TSA/Border Patrol VIPR screening on a trolley in San Diego resulted in three teens being handcuffed and deported while on their way to school. Around 20 others were also deported, according to local news outlets.
The trolley is part of the San Diego Metropolitan Transit System. “We believe this is a flagrant violation of human rights, when we have a situation in which children are being separated from their families without the proper due process rights being afforded to them,” said a spokesman for the girl’s family. The three teens nabbed in the San Diego VIPR operation were deported to Tijuana, but later allowed to re-enter the United States on humanitarian visas.
More children, this time train passengers disembarking at Savannah, Georgia, were treated to questionable TSA treatment in February along with their families. While the passengers (who again, had just gotten OFF a train) were lifting their shirts and having bras handled during pat-downs, their luggage was sitting unattended on the train platform.
The TSA later admitted that the VIPR operation should have ended before the train entered the station, but told the public that the Savannah passengers didn’t have to enter the screening area… even though an eye-witness says a TSA agent instructed them to go into the screening area to collect their luggage… the luggage that was actually waiting somewhere else.
VIPR operations are now even targeting freight trucks on highways. In addition to the random checks on public transit systems, it makes you wonder: can private vehicles be far behind? Will there be any mode of transportation beyond the reach of the TSA?
